It doesn't really humanizes him in anyway imo but just takes closer look at his character's motivation. You argue that Hazaiki kinda did but Kuroko asked him a question if he was going quit basket ball and that's it. If you just just look at Papa (African player in s1), Kirisaki Daiichi High, Hazaiki and Jabberwocky's, which are side villains, none of them had a redemption or a humanization from the writer.
It's makes sense that they are Americans because are known for having the greatest players in basketball history. The GoM is the best highschool players in Japan so it would makes no sense for a team with GoM leveled japanese players to suddenly appear 2. Why would they have to be Americans or foreign? 1. If Last Game had no high stakes which was the reputation of Japan's basketball and GoM fighting for their seniors being shit on then where is the motive for the GoM to team up and try their best to beat them? How would the creator create a match that holds high stakes and emotions within and hour and a half? Pretty simple, create villain that would be the most piece of shit for GoM to be motivated to beat them.
Kuroko no basket was all about drama and high stakes. If you look at Kuroko no basket Last Game at a narrative stand point, it makes sense why the creator made them Americans and trash human beings.
